if that is calcium and eff then go with heavy acid wash, dwell, and scrub and scape hard. may have to do it again if it is as heavy as it looks.

if it is efflorescence it may or may not present a problem that is able to be solved without much work. It may be a subsurface issue.

drive as fast as you can away from this job
The problem you are going to face is meeting you customers expectations, no matter what you tell them the will think the tile will look new when you are done

Use face bleach it will make it light so it isn't noticeable.
DO NOT SHAVE IT as it will make it worse.
You could also try hair removal creams as well.

Pumice
How important was adding pumice to acid? How did you apply it? Like polishing powders on stone?

Try laser hair removal
It is permanent & less damaging to the skin in that area
If you are asian, a ND YAg laser is the best

the key to Remove calcium is abrasion .Pumice stone is about the size of a brick . Your basicly sanding it off. The acid helps break through.I used a floor machine on the light spots

When you do it this way, do you find that the pumice stone is resurfacing the glaze off the tile?
How did the tile feel after?

The tiles are as good as new.

I saw a post about this same problem a few years back and read about one company buying into a system that uses a mineral salt to remove pool tile.
After researching it and having Steve from cleanpooltiles.com in Las Vegas come out and show me the system, I bought the system and have been cleaning pool tile ever since.
The system uses a pressure washer that siphons a mineral salt (epsom salt), and at the end of the work, we vacuum out the salt with a water pump and discharge it in the sewer clean out.
It's been a great add on service as it's get's us into a pool once a week in the summer months.
Here's some photo's of the latest pools we've done.
